RECOMMENDATION:
Approve Resolution R2026-02-01 approving the Title VI Service and Fare Equity Analysis for all 2026 Change Days.

BACKGROUND:
Title VI of the Civil Rights Act of 1964 and FTA requirements require transit agencies like UTA to conduct an analysis when major service changes or fare collection systems are modified or changed. This is to ensure that the changes do not adversely impact the civil rights of UTA’s ridership. A Title VI Analysis and Public Engagement effort has been completed in conjunction with the proposed changes described below. Any proposed service or fare changes considered a major change are required to undergo a Title VI analysis and public engagement process.

DISCUSSION:
Staff will discuss the following:
• Title VI Analysis completed for 2026 service changes and MVX fares:
o Spring 2026 Change Day: MVX Implementation
o Fall 2026 Change Day: Utah County Innovative Mobility Zone (IMZ) Implementation
o Winter 2026 Change Day: Route 667 Discontinuation
o Fares: MVX Zero Fare
• Public engagement efforts related to proposed 2026 service and MVX fares were completed November 13, 2024 through January 1, 2025 and October 8, 2025 through November 7, 2025, as part of the 2026 Tentative Budget public engagement efforts.
