RECOMMENDATION:
Approve Resolution R2022-07-02 authorizing execution of Amendment 1 to Addendum 3, and Addendum 6 to the Salt Lake Transit Master Plan Interlocal Agreement for the 2020-2023 Frequent Transit Network (FTN) Routes

BACKGROUND:
On March 6, 2019, Salt Lake City and UTA entered into an Interlocal Agreement to implement sponsored service for the Salt Lake City Transit Master plan. Several addenda (5 total) have been adopted which mobilize and specify the specific costs of service for each year. Addendum 6 provides the agreement between Salt Lake City and UTA for additional cost of service for FTN routes 1, 2, 9, 21 and paratransit service for August 2022 - July 2023. As of August 2019, additional service on Routes 2, 9, and 21 have been successfully in operation and resulted in significant ridership increase.
In September 2020, Addendum 3 to the ILA was approved which continued the agreement and payment for additional service on Routes 2, 9, and 21 for the term of August 2020 - July 2021. Additionally, Amendment 1 to Addendum 2 was approved at the same time which provided a credit to Salt Lake City for reduced service due to COVID-19 for the August 2019 - July 2020 period.
While the service on the three Salt Lake City sponsored routes was reduced during the COVID-19 pandemic, UTA restored the full service to these routes on the August 2020 Service Change Day. However, an amendment to Addendum 3 is necessary to cover the difference for the remaining reduced service prior to August 2020 change day. The amendment will provide Salt Lake City a credit of $36,364 for the remainder of the reduced service.

DISCUSSION:
The Salt Lake City Council adopted the funding resolution for FY 2022 for the FTN routes and mobilization for the 1000 North corridor on August 18, 2021. The Board of Trustees is being asked to consider a resolution that authorizes the Executive Director to execute the following:
1. Amendment 1 to Addendum 3 - The proposed amendment to Addendum 3 for reduced COVID-19 Service for July - August 2020 for FTN routes 2, 9, 21 and paratransit service is $36,364 as identified in the Addendum 3, Amendment 1 Calculator (Attachment A).
2. Addendum 6 - The proposed addendum cost of the sponsored service for FTN routes 1, 2, 9, 21 and paratransit service for August 2022¬- July 2023 is $6,547,726 as identified in the Cost Calculator (Attachment C4).

ALTERNATIVES:
If UTA chooses to not move forward with the agreement, UTA would then be required to give a 12-month notice to Salt Lake City informing them UTA will no longer be providing the service. In addition, at the foremost Change Day, the service for the 2, 3, 6, 9, 21, 205, and 209, routes would be returned to UTA’s baseline service based on the service guidelines.

FISCAL IMPACT:
If Amendment 1 to Addendum 3 is approved, UTA would issue Salt Lake City a credit of $36,364.
If Addendum 6 is approved, UTA would receive $6,547,726 in additional revenue from Salt Lake City.
