RECOMMENDATION:
Approve task order #22-036 (TDX and Network Maintenance) to on-call systems maintenance contract with Rocky Mountain System Services (RMSS) and authorize the Executive Director to execute contract and associated disbursements in the amount of $600,000.

BACKGROUND:
In November 2020, UTA released a request for procurement (RFP) for an on-call maintenance contractor focused specifically on systems engineering and maintenance support. Rocky Mountain Systems Services was selected as the winner based on overall scoring using the best value format. The UTA Board of Trustees approved the contract and authorized the Executive Director to execute the contract with RMSS on February 24, 2021. This contract is for three years with two, one-year options.
Typical task orders under this contract include:
• Subject matter experts to support UTA rail systems and MOW systems departments.
• Train Control System upgrades, repairs, analysis, and training
• Stray Current monitoring and analysis
• OCS/TPSS repair, maintenance, and training
• Traffic Signal inspections, connections, repairs, and coordination

DISCUSSION:
UTA utilizes dispatching software, Track Driver eXtra (Version 3), for both TRAX and FrontRunner. This task order provides support services for that software including routine maintenance, emergency response, and troubleshooting. The software and hardware will be upgraded as necessary to accommodate rail system upgrades, modifications, and/or line extensions. RMSS will also develop, procure, and test Track Drive eXtra Traction Power Modules with upgrades to the IMPulse substations on the Traction Power Substation project (SGR-397).
UTA will also utilize this task order for train control network design and support including troubleshooting, emergency response for network outages, replacement of obsolete and/or failing equipment.

ALTERNATIVES:
Disapprove task order. The Track Driver eXtra software and hardware will become obsolete when version 3 is depreciated. Additionally, if UTA does not integrate the software with the substation rehab and replacement project then they will not be able see and control the electrification system on TRAX.

FISCAL IMPACT:
This budget is included in the 2023 Capital Program.
