RECOMMENDATION:
Approve and authorize the Executive Director to execute Task Order 26-007 and associated disbursements on Contract 24-03814 with Rocky Mountain Systems Services (RMSS) in the amount of $287,730.00 to complete systems on call services related to the Yellowstone Switch Install.

BACKGROUND:
UTA executed contract 24-03814 with RMSS for on-call systems maintenance. The term of this contract is for three years with two one-year term options. RMSS was selected based on best value procurement methodology. The UTA Board of Trustees approved the contract on June 12, 2024, and it was fully executed on June 14, 2024. The original contract value is not to exceed $40,000,000
Typical task orders under this contract include:
• Support for rail and maintenance of way systems.
• Upgrades, repairs, analysis, and training of train control systems.
• Repair, maintenance, and training in overhead contact systems and traction power substations.

DISCUSSION:
UTA will replace four aging 5F switch machines with modern M23 switch machines at the Yellowstone Interlocking (located at approximately 2500 South) on the TRAX North/South alignment. This contract covers procurement and installation only, detailed design for the conversion will be completed under a separate contract.

ALTERNATIVES:
This work supports the SGR track replacement in this interlocking. If these switches are not installed, the interlocking will not function in its new configuration. UTA would need to procure and install these machines under a separate contract.

FISCAL IMPACT:
The 2025-2029 Five Year Capital Plan includes $287,730.00 for The Yellowstone switch Install work is anticipated to occur in 2026 under the Train Control Rehab and Replacement Project (SGR403).

The overall not-to-exceed value for this contract is $40,000,000 if both option years are exercised.
