RECOMMENDATION:
Approve resolution R2026-06-03 which approves the 2025 Title VI Program and monitoring of service results for submission to the Federal Transit Administration (FTA).

BACKGROUND:
Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal funding. As a recipient of federal funding, UTA is required to comply with Title VI and ensure that no individual is excluded from participation in, denied the benefits of, or otherwise subjected to discrimination in any of its services, programs, or activities. UTA is committed to ensuring that individuals using our services are treated equitably and that their needs are considered and protected as service delivery changes are proposed. The proactive and conscious measures taken to ensure equitability are documented within the Title VI Program. The FTA requires UTA to submit a Title VI Program every three years for their review and concurrence.

DISCUSSION:
In compliance with FTA Circular 4702.1B, UTA has prepared a Title VI Program update spanning calendar years 2022 through 2025. The 2025 Title VI Program update outlines UTA’s policies, practices, and efforts to ensure that UTA is equitable in delivering transportation services. The Program includes the results of service standards monitoring and all equity analyses conducted throughout the 2022-2025 period, the plan for providing meaningful access to transit for people with limited English proficiency, and how the system and monitoring standards are met in non-discriminatory ways.
UTA’s 2025 Title VI Program and approved board resolution will be submitted to the FTA upon approval of the 2025 Title VI Program.

ALTERNATIVES:
If the 2025 Title VI Program is not approved, UTA staff will revise the Program contents as directed and bring the revised Program back for review and approval.

FISCAL IMPACT:
Failure to submit a Title VI Program could result in an inability to draw down current federal funds and impact future federal funding granted to UTA.
