RECOMMENDATION:

Approve and authorize the Interim Executive Director execute Addendum No. 1 to UTA Contract No. 19-03018TP, with its associated disbursements, for Transit App Features Upgrade.

BACKGROUND:

In May of 2019 UTA entered into a UTA Contract No. 19-03018TP  with  9280-0366 Quebec Inc (“Transit”), a Canadian transit app company.  UTA was looking for a partnership with a mobile app developer for the purposes of endorsing one mobile transit trip planning tool across the entire UTA service area. This agreement was a no-cost agreement between Transit and UTA with the conditions that UTA would promote Transit as our ‘preferred’ mobile trip planning app. UTA did agree to fund a launch and advertising campaign in the summer of 2019 as part of the agreement. Since this agreement was executed , the app has been instrumental in helping more than 20,000 customers find and plan their transit trips. When this contract was executed,  UTA had a longer-term vision of ways that the Transit app could be upgraded to include features that would benefit both the customers and UTA (i.e., integrated fare payments). UTA began discussions this year with Transit about the incorporation of some of these added features. Transit prepared a ‘menu’ of bundled features, shown in Appendix 2 of the agreement. This Addendum No. 1 is for Bundle 1 features which includes Transit Royale (a gamification of the app for our customers), Rider Happiness Survey (delivered quarterly), Historical Service Alert Reports and UTA on Demand integration with the app.

DISCUSSION:

The price is deemed fair and reasonable based on market surveys conducted on similar products and services. Additional transit app bundles and features may be added at any time during the life of the contract. Two additional one-year options may be exercised at UTA’s discretion.   The total cost for Bundle 1 for three years is $208,065 ($66,000 per year with a 5% escalation per year). Since Board approval is currently being requested for only Bundle No. 1 for a price of $208, 065, additional bundles or option periods which exceed Board approval thresholds will be brought back to the Board for additional approvals.
