RECOMMENDATION:
Informational report for discussion

BACKGROUND:
Utah’s Public Transit District Act requires all contracts valued at $250,000 or greater to be approved by the UTA Board of Trustees. This informational report on upcoming procurements allows Trustees to be informed and provide input on upcoming procurement projects. Following the bid solicitation and contract negotiation process, final contracts for these projects will come before the board for approval.

DISCUSSION:
Facility Strategic Plan: Electrical Systems Remediation
The Facility Development Department is seeking to contract with a firm to provide recommendations for design, construction, and installation of electrical equipment at eight (8) UTA facilities.
This procurement is for a Progressive Design Builder (PDB) that would be able to evaluate the most efficient and effective solution on a case-by-case basis.
This procurement will be conducted as an Request for Quote (RFQ), where contract award will be given to the most qualified vendor. The term of the contract will be a four (4) year base with one (1) 1-year option for extension.
Funding for this procurement is included in the 2026 approved Capital budget under FMA699. (PMs- Sean Murphy, Matthew Duncan)
Bombardier Bi-level HVAC Unit Overhaul and Modernization
The Capital Vehicles Department is seeking to contract with a vendor to overhaul and modernize all HVAC units on UTA’s Bombardier Bi-Level commuter rail fleet. The work includes rebuilding the units, replacing obsolete components, upgrading control systems, and converting all units to a common refrigerant fluid. The goal is to improve reliability, simplify maintenance, and extend the service life of the equipment by at least 20 years.
This procurement will be conducted as an Request for Proposal (RFP) where technical criteria will be evaluated and scored in addition to price. The term of the contract is projected to be a five (5) year term.
Funding for this project is included in the approved 2026 State of Good Repair budget under SGR391. (PM- Rob Balsamo, Req# 16803)
