RECOMMENDATION:
Approve and authorize the Executive Director to execute Task Order 24-005 and associated disbursements with Rocky Mountain Systems Services in the amount of $1,335,143.25 to install signalized powered interlocking systems at 450 East and Rice Interlockings.

BACKGROUND:
UTA executed contract 24-03814VW with Rocky Mountain Systems Services (RMSS) for on-call systems maintenance. The term of this contract is for three years with two one-year term options. RMSS was selected based on best value procurement methodology. The UTA Board of Trustees approved the contract on June 12, 2024, and it was fully executed on June 14, 2024. The original contract value is not-to-exceed $40,000,000 at $8,000,000 per year.
Typical task orders under this contract include:
• Support for rail and maintenance of way systems
• Upgrades, repairs, analysis, and training of train control systems
Repair, maintenance, and training of overhead contact systems and traction power substations

DISCUSSION:
UTA is requesting approval of task order #24-005 with RMSS, to convert the 450 East manual crossover into a signalized powered interlocking system, incorporating remote controls and back office indications. This upgrade involves implementing ElectrologIXS, overlay track circuits, and powered switches to enable signalized operation. Concurrently, UTA is upgrading the Rice Interlocking by replacing outdated wayside equipment with new ElectrologIXS systems, train detecting circuits, and powered switch machines. UTA previously issued a separate task order for procuring all necessary materials. This scope of work pertains exclusively to the construction activities. It encompasses signal construction, testing, and commissioning for the 450 East powered interlocking and Rice interlocking.

FISCAL IMPACT:
This task order allocates $1,335,143.25 of the $4,500,000 2025 Capital Budget for the Rail Switches and Trackwork Controls Rehab project (SGR404).
