Approve resolution R2026-02-03 to ratify the Final 2025 Base Administration Compensation Structure, which includes the jobs placed in the structure by the Executive Director and Chief People officer during the year that met the parameters outlined in resolution R2025-02-03.                      

BACKGROUND:                                                                                                                                 

One of the duties of the Board of Trustees is to fix the compensation of all district officers and employees (with the exception of the Trustees) by resolution (Utah Code §17B-2a-810; UTA Bylaws Article II, Section 7; and Board Policy 1.3 (III)(C)(1)).

The compensation resolution sets compensation for all district officers and administrative employees on an annual basis as required by statute.

DISCUSSION:                                                                                                                                      

In February 2025, the Board of Trustees adopted the 2025 Compensation Structure as part of resolution R2025-02-03.

The resolution included parameters that authorize the Executive Director and Chief People Officer to place additional jobs within the compensation structure when certain parameters are met.  The resolution also called for any changes made throughout the year to be reported to the Board quarterly and then ratified by resolution at the end of the year.

The Final 2025 Base Administration Compensation Structure and Year End Report outline the jobs placed in the compensation structure during the year.

ALTERNATIVES:                                                                                                                                    

The jobs have already been placed in the 2025 salary structure, as the positions met the parameters allowing placement in the structure without Board approval.

FISCAL IMPACT:                                                                                                                                

Most jobs placed in the structure during the year were a result of job reorganization or reclassification and were included in the approved UTA 2025 Operating Budget. The jobs placed in the structure during the year adding headcount and fiscal impact were approved by the Board through technical budget adjustments completed in 2025.
