RECOMMENDATION:                                                                                                                       

Approve Modification Number 16 to the Frontrunner Wi-Fi System  contract and authorize the Executive Director to execute the contract and associated disbursements with GBS Group for FrontRunner Wi-Fi upgrades in the amount of $328,167.                       

BACKGROUND:                                                                                                                                 

On October 7, 2015, UTA entered into a five year contract for providing a Front Runner Wi-Fi System and all associated hardware, software, tools, training, documentation, and operation and maintenance. In May 2017 Modification Number Three was executed extending the contract term to April 30, 2022.  On May 11, 2022 the Board of Trustees approved  Modification Number Fourteen authorizing an extension to the contract through April 30. 2023.   Currently, the Wi-Fi System requires an upgrade of equipment from the Transportation Mobile Unit (TMU) to the TMU+, and antenna to 3x3 MIMO antenna. The GBS Group has presented a proposal for the items identified.  UTA and the Contractor now desire to modify the Contract Agreement to obtain upgraded Wi-Fi Systems and associated software and hardware for 21 railcars.

* Note: The total value of this contract was reported in error at the time of approval of Modification No. 14. This modification and memo correct the previous error.

DISCUSSION:                                                                                                                                      

This purchase will cover the upgrade of Wi-Fi equipment from the TMU’s to the TMU+ and the antennas to 3X3 MIMO antennas. These upgrades allow for improved Cab Car to Trackside network capacity and prepares the cars for the planned future enhancements. This will be done with our integrator (The GBS Group).  

The GBS Group will perform the following functions to support 21 Cab Car Onboard Radwin Car Radio and Antenna Upgrades.

Develop Bill of Material (BOM) to support Cab Car installation.

Site Survey

The existing BOM will be reviewed, and any additional material ordered to support installation.

Material Receipt, Assembly, and Kitting

Upon receiving the equipment, GBS will configure the Transportation Mobile Unit, TMU+ and provide asset information to the OSS (Operational Support System). GBS will prepare all equipment/material for installation; pre-install all mounting brackets to the TMU+ and antennas.

UTA will provide/manufacture the antenna foundations.

Onsite Installation QA/Testing Support

UTA personnel will Assist GBS with the install of equipment on 21 Cab Cars at the Warm Springs Facility. UTA will assist with coordination of roof access to the cars during the installation.

After the physical installation is complete, GBS will conduct QC checks to ensure the OSS can see the new equipment on the network. GBS will run back-office reports to validate the Radwin

system is operational.

 

The outcome of this project is higher data rates and better output quality for our passengers. This also allows us to use the network to provide other opportunities and services for our patrons.
