Adopt Resolution R2024-09-05 to approve the Capital Project Plan for the S-Line streetcar extension and double tracking project as presented.                     

BACKGROUND:                                                                                                                                 

The Utah Public Transit District Act (the “Act”) empowers the Board of the Authority to create and pursue funding opportunities for capital projects (Utah Code 17B-2s-808.1(2)(f)(ii)). The S-Line project is a fixed guideway capital development project expending state funds, and as such falls under the supervision of the Utah Department of Transportation (Utah Code 72-1-203).

 

Board Policy 3.3, Section III(A)(3)(c), requires the Authority’s Capital Project Plans receive final approval and adoption by the UTA Board of Trustees. Capital Project Plans are required to include the Locally Preferred Alternative (LPA), project impacts, benefits, costs and funding plan with funding partners. As a state funded fixed guideway capital development project under the supervision of UDOT, the Local Advisory Council is not required to approve the project plan (Utah Code 17B-2a-808.2(4)(a)(iii). 

DISCUSSION:                                                                                                                                      

UTA has been working collaboratively with Salt Lake City to extend the S-Line Streetcar from the existing end of line at Fairmont Station (1040 East) to the heart of the Sugar House business district at Highland Drive. This project also includes new double track on the S-Line from 500 East to 700 East, which will support service reliability. This project will help support economic development and serve the growing population of Sugar House by providing an improved connection to Sugar House.

The S-Line Capital Project Plan provides the LPA along Simpson Avenue, includes the funding plan fully composed of State funds, and the other required elements.

ALTERNATIVES:                                                                                                                                    

Changes, adjustments, corrections and refinements to the Capital Project Plan may all be considered but would delay the project. Some changes may require coordination with project partners contributing property and funding.

FISCAL IMPACT:                                                                                                                                

The 5-Year Capital Plan has allocated $21.9 million for the S-Line project, all of which has been committed through state funds including $12 million appropriated by the Legislature (2021 HB 433 lines 600-601, 2021 HB 1008 lines 100-101), and $9.9 million of TTIF funds approved by the Utah Transportation Commission on May 13, 2024.
