BACKGROUND:
The Federal Transit Administration (FTA) under 49 CFR 673 requires all Rail Transit Agencies (RTA’s) to have a compliant Public Transportation Agency Safety Plan (PTASP)
A yearly update of the PTASP, approved by the Joint Labor Management Safety Committee (JLMSC), is required and must include regulation updates to ensure safety at the agency.

DISCUSSION:
UTA has coordinated with the UDOT State Safety Oversight (SSO) to ensure safety compliance by completing a review of all safety requirements. UTA has received conditional approval from the UDOT SSO. UTA has implemented all required safety components and provided the Agency with a draft copy of the 2026 PTASP. UTA continues to collaborate with the JLMSC to obtain a final approval of the 2026 PTASP.

None

FISCAL IMPACT:
Compliance with 49 CFR 673 is a key element to continued funding from the FTA. The draft 2026 PTASP meets these requirements and has been reviewed and conditionally approved by the SSO pending the final approval by the JLMSC.
