RECOMMENDATION:
Approve Contract 24-03857VW with Infinity Corrosion Group and authorize the Executive Director to execute the Contract and associated disbursements in the amount of $900,000.00 for the first 3 years for Stray Current Mitigation Engineering Consultant services. Additional option years will require future board approval.
BACKGROUND:
On June 27, 2024, UTA issued Request for Qualifications Package Number 24-03857VW (“RFQU”) encouraging interested parties to submit Statement of Qualifications (SOQs) to perform the services described in the RFQU. Upon evaluation of the SOQs submitted in response to the RFQU, UTA selected Consultant Infinity Corrosion Group Inc. as the preferred entity with whom to negotiate a fair and reasonable price for performance of the Work.
The initial Contract term is Three (3) years, expiring January 1, 2028. UTA may extend the initial term for up to Two (2) additional one-year option periods, for a total Contract period not-to-exceed five (5) years.
The Contract total not-to-exceed (NTE) amount is $300,000 per year, for a total of $900,000 for the initial 3 years. There are 2 one-years options with a NTE of $300,000 per year for a total not-to-exceed contract value of $1,500,000. Option years will require future board approval.
DISCUSSION:
This Contract is being established to meet the requirements as set forth in an agreement between Dominion Energy (formally Questar Gas) and UTA (Contract 15-1360) that was initiated April 27, 2011.
UTA is requesting approval of this contract to procure a Stray Current Mitigation Consultant that will perform mitigation services including design reviews, test equipment installation and monitoring, procedure development, reporting, coordination with third party utilities, data logging and analysis, utility monitoring, specific testing and inspections, mitigation strategy development, ongoing evaluations and recommendations, as well as technical support and guidance.

ALTERNATIVES:
This Contract is being established to meet the requirements as set forth in an agreement between Dominion Energy and UTA. This agreement requires UTA to monitor stray current activities along its entire LRT system and mitigate the effects of stray current as identified from the testing and monitoring activities and in coordination with Dominion Energy. If this Contract is not approved, UTA will need to procure a sperate contract to perform this work.
