RECOMMENDATION:
Approve and authorize the Executive Director to execute contract 25-04006 and associated disbursements with Calvin L. Wadsworth Construction Company, LLC in the amount of $3,188,158 for the compressed natural gas (CNG) Fueling Building Expansion project.

BACKGROUND:
In 2023 UTA was awarded a Low or No Emission Grant to add 25 CNG buses to the fleet. These buses will be housed at the Central Depot District Garage and will operate on the 5600 West Bus Route.
To accommodate the current capacity of CNG buses, as well as additional buses arriving in the near future, UTA requires expanded CNG fueling capacity and the Depot District CNG fueling facility master plan was originally designed for expansion flexibility when it was built in 2015.

DISCUSSION:
UTA issued a request for proposals for a general contractor to build an additional fueling bay equipped with a CNG dispenser and other ancillary equipment to be added to the Depot District CNG fueling building. Cal Wadsworth Construction was selected through this procurement process. This contract has a period of performance through March 31st, 2027.

ALTERNATIVES
UTA can choose to go with one of the other firms that bid on the project. Not moving forward with the expansion of the CNG fueling building would negatively impact UTA’s ability to operate the new CNG buses.

FISCAL IMPACT:
The funding for this project will include the Low-No grant ($708,803), the Utah Department of Transportation’s Transit Transportation Investment Fund ($1,161,101), and a Congestion Mitigation and Air Quality grant ($1,318,254). Additional funds will come from Capital Budget MSP260 (Account # 40-3260.68000.8002).
