RECOMMENDATION:
Adopt Resolution R2026-03-06 to revise fare rates and types of fare media of the agency effective April 12, 2026 as presented.
BACKGROUND:
The Utah Public Transit District Act empowers the UTA Board of Trustees to set fares for the agency (Utah Code § 17B-2a-808.1). Further, Board of Trustees Policy 4.1, adopted on May 28, 2025, establishes the policy by which the UTA Board of Trustees enacts changes to fares and fare media.
DISCUSSION:
On August 14, 2024, the Board adopted Resolution R2024-08-01 which authorized a fare structure and approved new or modified fare media for transit services. UTA staff are recommending the Board rescind this resolution and set forth a new fare structure and establish the types of fare media for the authority through Resolution R2026-03-06. These changes are scheduled to begin concurrently with April Change Day on April 12, 2026. The Board approved the Title VI Fare Collection System Equity Analysis for this fare media type change in Resolution R2026-02-02 on February 25, 2026. The changes to the new resolution include:
• Exhibit A: Adjusting the table in Section 1, Reduced Fare, to refer to the specific Reduced Fare rate in Section 2.A
• Exhibit A: Eliminating the prior table in Section 4.A that had the parameters for the reduced fare discount and replacing it with the new Reduced Fare rate parameters in Section 2.A
• Exhibit B: Eliminating the reduced fare sticker
• Exhibit B: Eliminating ticket vending machine paper tickets
Staff recommend that the Board approve Resolution R2026-03-06 to adopt the revised fare media types.
ALTERNATIVES:
Do not adopt the Resolution and keep the fare media adopted in August 2024.
FISCAL IMPACT:
No fiscal impact.
