RECOMMENDATION:
Approve the request to extend complimentary transit passes for Local Advisory Council members, alternates and their dependents through December 31, 2026.
BACKGROUND:
The Utah Public Transit District Act established the UTA Local Advisory Council (LAC) in 2018. As authorized by Board Policy 4.1 Fares, members of the Nine-member Council, along with their alternates and dependents, have been issued complimentary transit passes for use during their term of service. In 2026, SB197 changed the governing structure of UTA, eliminating the Local Advisory Council effective July 1, 2026.
DISCUSSION:
In recognition of LAC members’ service to UTA and continued advocacy and engagement with transit, staff propose that instead of allowing the Advisory Council members’ transit passes to expire on June 30, 2026, council members’, alternates’, and dependents’ transit passes be extended to December 31, 2026. Board Policy 4.1 Fares requires the Board of Trustees to approve complimentary passes that exceed $5,000 in value.
ALTERNATIVES
The Board may choose not to extend the LAC members’ complimentary transit passes and allow the passes to expire at the end of June 2026.
FISCAL IMPACT:
The estimated value of passes for LAC members, alternates, and their dependents for 6 months is $29,580 based on the monthly premium pass rate of $170 per person per month. When considering the estimated usage of the passes, the potentially foregone revenue is far less than the premium pass rate.
