Approve Resolution CR2026-07-01 Adopting Bylaws of the Authority                      

BACKGROUND:                                                                                                                                 

The Utah Public Transit District Act section 17B-2a-8 outline the duties and powers of a large public transit district’s governing body.  One of those duties includes approving ordinances and bylaws.  Changes made to the Utah Public Transit District Act in the 2026 Utah Legislative Session necessitate the adoption of new Authority Bylaws to align with the revised roles and responsibilities of the Authority’s Executive Director and governing body (the recently created Transit Commission).

DISCUSSION:                                                                                                                                      

Authority staff will present the main points of the proposed bylaws, which include articles governing the organization of the Authority, the Transit Commission, the Executive Director, committees, meetings of the Transit Commission, and conducting business.

ALTERNATIVES:

Commissioners may suggest revisions to the proposed bylaws.
