Rescind the Board of Trustees’ February 25, 2026, approval of the contract with Parametrix Consult, Inc. for Long-Range Transit Plan consulting services and approve and authorize the Executive Director to execute the revised contract 25-04018-1 with Parametrix Consult, Inc. for Long-Range Transit Plan consulting services in the amount of $699,921.

BACKGROUND:                                                                                                                                 

Per Board of Trustees Policy No. 3.2, Service Planning, UTA adopted its first Long-Range Transit Plan (LRTP) in 2024, which established a fiscally constrained plan and list of potential transit investments within UTA’s service area that align with UTA’s strategic goals and objectives.

UTA and its transportation partners update their long-range plans on a recurring four-year time frame. This aligns with the cycle of updating Utah’s Unified Transportation Plan (UTP), which encompasses the state’s Metropolitan Planning Organization (MPO) Regional Transportation Plans (RTPs) as well as the Utah Department of Transportation (UDOT) Statewide Long-Range Plan.

The 2027-2055 UTA LRTP update will serve as an update to the 2023-2050 LRTP and will represent UTA’s contribution to the UTP. Development of the 2027-2055 LRTP update is coordinated with UTA’s MPO partners, Wasatch Front Regional Council (WFRC) and Mountainland Association of Governments (MAG), to ensure consistency in project identification, phasing and messaging to a public audience. The 2027-2055 LRTP will be completed and adopted by the UTA Board of Trustees by mid-2027, in line with when WFRC and MAG adopt their RTP updates.  

On February 25, 2026, the Board of Trustees approved contract 25-04018 for consultant services to update UTA’s LRTP. Prior to official execution of the contract, necessary contract revisions were identified. A revised version of the contract was developed in coordination with UTA and Parametrix Consult, Inc.

DISCUSSION:                                                                                                                                      

This revised version of the contract replaces in full the original contract approved by the Board of Trustees on February 25th. Additional Board of Trustees action is being requested to rescind the old contract and approve the updated contract in its place. No changes to the contract budget or spending authority are being requested.

Staff will provide an update to the Board of Trustees regarding revisions to the contract:

                     Replaced the Scope of Services in its entirety with the Scope of Services included in UTA’s Request for Proposal.

                     Extended the Period of Performance from May 31, 2027 to December 31, 2027.

                     ​Revised the Scope of Services to replace “Utah Senate Bill 174” with “Utah Code Section 17B-2a-808.1, as amended.”

                     Updated plan approval requirements.
