RECOMMENDATION:
Approve award and authorize Executive Director to execute a design contract and associated disbursements with Jacobs Engineering for the Midvalley Connector Project in the amount of $1,759,534.

BACKGROUND:
Taylorsville City currently has a contract with Jacobs Engineering to complete the design and produce an advertising set of plans for the Midvalley Connector BRT project. A decision was made to obtain a federal grant for the project and have UTA manage Jacobs Engineering. Jacobs, under their contract with Taylorsville, completed 60% design plans. The balance of the contract between Jacobs and Taylorsville was used to update the environmental document. A new design contract signed between UTA and Jacobs Engineering will progress the design from 60% to an advertising project.

DISCUSSION:
A designer needs to be procured to progress the project to 100% design and produce an advertising package for construction in 2022. Jacobs has completed 60% of the design for the Midvalley Connector BRT project under a contract with Taylorsville City. The UTA Sole Source Board approved this contract as a sole source to Jacobs based on their prior work on the project.

ALTERNATIVES:
Conduct a new procurement. This would delay the project and likely add project construction cost escalation due to inflation.

FISCAL IMPACT:
Funds are budgeted for in the 2021 and 2022 UTA capital budgets
