RECOMMENDATION:
Approve and authorize the Executive Director to execute the contract amendment and associated disbursements with CareATC in a not to exceed amount of $3,600,000.00 for a 2-year contract extension and an additional clinic location for onsite health and wellness services at the Mount Timpanogos Business Unit. Also seeking approval for ratification of disbursements totaling $1.5 million which resulted from cost growth due to increased patient volume.

BACKGROUND:
This contract provides onsite health and wellness services for administrative and ATU represented bargaining unit employees through CareATC for Utah Transit Authority (UTA).

DISCUSSION:
UTA offers onsite health and wellness services to administrative and ATU represented bargaining unit employees through CareATC. UTA conducted an RFP for clinic services in 2018. As a result of this process, on October 25, 2018, the Board approved a contract with CareATC to provide onsite health and wellness services beginning January 1, 2019. UTA negotiated Change Order No. 1 with CareATC in April 2021 to include COVID vaccine services and Change Order No. 2 n in January 2023 to include flat rate pricing for clinic and wellness services due to staff and service challenges that occurred during the COVID pandemic period. The current contract expires December 31, 2023.
This amendment extends the CareATC contract for two years, through December 2025, and authorizes a build out of a health suite at Mt Timpanogos Business Unit with limited covered services out of this location. Medical costs have increased significantly over the past two years in Utah and nationally as a result of supply chain impacts, healthcare worker shortages, and pharmaceutical drug cost increases. It is expected any new contract awarded via RFP at this time will result in significant cost increase to our onsite clinic services. Due to the current negotiated flat rate pricing (with only staff salary increases for the next two years) and overall positive experience from the employee service standpoint, an extension to the current contract is preferred rather than going to RFP.
