RECOMMENDATION:                                                                                                                       

Approve and authorize the Executive Director to execute the purchase order and associated disbursements under UDOT-UTA Connected Vehicle System (CVS) Cooperative Agreement in the amount of $644,160 for Transit Signal Priority (TSP) on-board units for the bus Transit Signal Priority capital project.                     

BACKGROUND:                                                                                                                                 

Transit Signal Priority (TSP) modifies traffic signal timing by allowing an early green signal or by extending a longer green signal for buses. This project builds upon a continuing partnership with UDOT. The MSP270 capital project team is procuring and installing hundreds of on-board units to accelerate Transit Signal Priority (TSP) deployments throughout UTA’s service area. The project aligns with UTA’s TSP Master Plan & UTA's Five-Year Service Plan for more reliable, more frequent, and faster bus service.

DISCUSSION:                                                                                                                                      

On October 11, 2023, the Board authorized the Executive Director to execute contract #23-P00284 “UDOT-UTA Connected Vehicle System (CVS) Cooperative Agreement with UDOT along with an initial purchase order valued at $109,774.  On April 17, 2024, the Board authorized the second purchase order valued at $811,326. (On April 24, 2025, UTA approved a related TSP purchase order valued at $7,000.) As anticipated, UTA staff are bringing new project requisitions back to the Board in accordance with established Board financial approval thresholds.

UDOT must provide the TSP equipment to ensure that the system is compatible state-wide. After receipt of the invoice, UTA will reimburse UDOT with approved capital project funds through UTA’s regular Accounts Payable process.

UTA can only get the TSP equipment from UDOT.

FISCAL IMPACT:                                                                                                                                

The Approved 2025 Capital Budget includes funds of $644,160 in MSP270 for this project.

The TSP on board unit price is approximately $6,100. That is the combined unit cost for the on-board hardware and installation. The full estimated $4.4 million capital project cost estimate includes hardware, software licenses, ongoing operations and maintenance, an engineering study, and contingency. The project team has applied for federal funds and will continue to pursue external funding opportunities.

2025 contract total for this order is $644,160 for approximately 88 on board units.
