RECOMMENDATION:
Approve and authorize the Executive Director to execute Service Order No. 2 with Innovative Transportation Solutions, Inc. for the not-to-exceed amount of $1,500,000.00, to provide supplemental bus service for state of good repair (SGR) rail projects and on-call services through the end of calendar year 2025. .

BACKGROUND:
UTA has contracted with Innovative Transportation Solutions, Inc. (dba, The Driver Provider) to provide supplemental bus service for flexible, temporary, and seasonal transit needs. These contracts allow UTA to respond to fluctuating demand without disrupting baseline service or straining the operational resources required to deliver core services to the community.
Following a competitive Request for Proposal (RFP) procurement effort, UTA has partnered with The Driver Provider under a three-year Master Services Agreement (MSA) (Contract 24-038431), originally approved by UTA’s Board of Trustees on August 14, 2024. The MSA is part of a pool of MSA contracts which collectively were approved for up to $30,000,000 over 5 years.
This contract has been modified through the approved first service order to accommodate Supplemental Ski Services in Cottonwood Canyons, which was also approved by the Board on August 14, 2024.
Building on the success of the Supplemental Ski Services, UTA plans to contract with The Driver Provider for supplemental bus bridge service for state of good repair (SGR) rail projects. Additionally, this service order allows for on-call needs.

DISCUSSION:
UTA Staff is requesting approval of Change Order 2 with Innovative Transportation Solutions, Inc. (The Driver Provider) to initiate new supplemental bus service under the MSA. It would entail providing bus "bridge" service when UTA's rail lines are intermittently shut down for repairs this summer in the not-to-exceed amount of $1,500,000.
This service would be available upon signing through December 31, 2025.

ALTERNATIVES:
UTA can explore other service options including running the SGR bus bridges in-house and straining baseline operations.

FISCAL IMPACT:
This service order is consistent with UTA’s approved 2025 Capital Budget. The Capital Budget allocates $1,500,000.00 for bus bridges and is funded by Capital Project SGR393.
