RECOMMENDATION:
Approve R2025-11-02 approving the 2026 Eco Pass Contracts Including the Eco Pass Fare Structure

BACKGROUND:
The Utah Public Transit District Act 17B-2a-808.1(2)(s) and UTA Board Policy 4.1 Fares require that the Board of Trustees review and approve contracts pertaining to reduced fares. In 2023, the UTA Board of Trustees approved Resolution R2023-11-01 adopting the 2024 and 2025 Eco Pass Fare Structure. This resolution expires on December 31, 2025, and a new resolution will be required before staff can renew contracts with partners for 2026.
The UTA Eco Pass Program enables businesses and organizations to purchase discounted transit passes for employees, with options designed to meet the needs of varying organizational sizes.
The Eco Pass Program is designed to encourage transit ridership, reduce traffic congestion, and improve air quality, while also giving employers a cost-effective way to provide transit benefits and utilize pre-tax payroll deductions.

DISCUSSION:
Monica Howe will present the resolution for the Board’s approval. No changes will be made to the prior resolution’s rates which are listed in the table below. Passes purchased through the Eco Pass Program are valid on all services except Ski-bus and Paratransit services.


ALTERNATIVES:
Amend the resolution or not approve the resolution and consider each fare agreement individually.

FISCAL IMPACT:
The agency anticipates a slight increase in revenue as new pass partners are onboarded and pass utilization by current partners increases. Total forecasted Eco pass revenue for 2026 is $4,042,000, which represents an increase of 0.5% over 2025.
