BACKGROUND:                                                                                                                                 

The 2026 Utah Legislature passed Senate Bill 197 (SB197), which restructured UTA’s governing bodies.  The UTA Board of Trustees and the UTA Local Advisory Council, established by the Utah Legislature in 2018, were both dissolved effective July 1, 2026.  A new governing body, the Transit Commission of the Utah Transit Authority, was established and roles and duties of the Transit Commission and UTA’s Executive Director were defined in SB197.  Senator Wayne Harper was the chief bill sponsor and Representative Kay Christofferson was the house sponsor for the bill.

DISCUSSION:                                                                                                                                      

Senator Harper and Representative Christofferson will provide context and direction regarding SB197 and the newly formed Transit Commission.
