RECOMMENDATION:
Approve Resolution R2022-12-06 adopting the Authority’s 2022-2030 Strategic Plan.

BACKGROUND:
The Utah Public Transit District Act §17B-2a-808.1 et seq. defines the powers and duties of UTA’s Board of Trustees, including the responsibility to develop and approve a strategic plan at least every four years. The statute requires this plan to be developed in consultation with constituent entities, municipalities, metropolitan planning organizations (MPOs) and the Local Advisory Council (LAC). If approved, this plan will replace the strategic plan previously adopted by the Board in 2018.

DISCUSSION:
In 2018 the Utah Legislature amended the Public Transit District Act to reorganize the structure of UTA’s Board of Trustees. Under the governance of this Board which assumed responsibility in November 2018, Trustees have engaged actively with our constituent entities, municipalities, MPOs and LAC to understand community needs and collaborate on solutions through transit. With the understanding gained through these relationships, the board undertook a formal effort to develop a new strategic plan.
In Spring 2022 UTA procured the services of TransPro Consulting and R&R Partners to work with the agency to envision our strategic direction. The board along with UTA’s executive team participated in two multi-day strategic planning sessions and several months of staff committee work to develop our success outcomes. This work has culminated in the development of a new mission - We Move You! Our Vision is to lead Utah’s mobility solutions and improve quality of life. Through this process Trustees, executive leaders and other professional staff refined five strategic priorities to deliver on our mission and vision. Those goals and objectives fall into five categories:
• Moving Utahns to a better quality of life
• Exceeding customer expectations
• Achieving organizational excellence
• Building community support
• Generating critical economic return
An outline of this plan was presented to UTA’s Local Advisory Council on November 2, to the Legislature’s Transportation Interim Committee on November 16, and at the Board of Trustees Meeting on December 7 for feedback. The 2022-2030 Strategic Plan will be presented to this meeting on December 21 for formal adoption by the Board of Trustees.

ALTERNATIVES:
The Board may adjust the plan as presented prior to adoption.

FISCAL IMPACT:
Resources to support the strategic plan goals and objectives will be allocated through UTA’s annual budget process.
