RECOMMENDATION:
Authorize the Executive Director to execute a funding agreement #22-P00167 between UTA, the Redevelopment Agency of Salt Lake City, Salt Lake City, and the University of Utah (Project Partners) for $450,000 to match the $950,000 RAISE grant award received from U.S. Department of Transportation.
BACKGROUND:
The U.S. Department of Transportation published a notice of funding opportunity for the RAISE Grant Program on April 13, 2021. Activities eligible for funding under RAISE planning grants are related to the planning, preparation, or design - for example environmental analysis, feasibility studies, and other preconstruction activities - of eligible surface transportation capital projects. UTA submitted a grant application on July 12, 2021 for the TechLink Corridor Study project. UTA was selected on November 19, 2021 to receive funding under this program. The agreement will allow UTA to receive the matching funds from the Project Partners.
DISCUSSION:
The U.S. Department of Transportation selected UTA to receive an award amount of $950,000 for the TechLink Corridor Study on November 19, 2021. Project Partners include UTA, the Redevelopment Agency of Salt Lake City, Salt Lake City, and the University of Utah.
The study will evaluate a downtown SLC TRAX realignment along the ballpark spur and 400 West and east on 400 South to Research Park - this could include an alternative TRAX alignment in Salt Lake City and a significant network expansion by adding a new operational alignment from the Airport to the University of Utah. A new connection from the Airport using existing track on North Temple could also travel on 400 West to meet the new track on 400 South. The new alignment could include a new potential Research Park terminus located south of the intersection of Wakara Way and Arapeen Drive. The study will also consider additional mobility hubs and first/last mile connections at the University of Utah.
The Project Partners will contribute $250,000 to UTA for costs authorized under the agreement as follows:
a. University of Utah: $200,000
b. Salt Lake City Corporation: $25,000
c. Salt Lake City RDA: $25,000
UTA will contribute $200,000 toward the project.
ALTERNATIVES:
If this funding agreement and grant are not executed, implementation of the project will be delayed.
FISCAL IMPACT:
The award amount will be $950,000. The Federal share of project costs may not exceed 80 percent. UTA’s 5-year capital budget includes the TechLink Corridor Study.
Total project match of $450,000 includes:
a. UTA: $200,000
b. University: $200,000
c. Salt Lake City Corporation: $25,000
d. Salt Lake City RDA: $25,000
