RECOMMENDATION:
Informational report for discussion
BACKGROUND:
Utah’s Public Transit District Act requires all contracts valued at $200,000 or greater be approved by the UTA Board of Trustees. This informational report on upcoming procurements allows Trustees to be informed and provide input on upcoming procurement projects. Following the bid solicitation and contract negotiation process, final contracts for these projects will come before the board for approval.
DISCUSSION:
• Bus Engine Replacements. This is a procurement to contract with a firm to supply bus engines and installation labor for engine replacements, overhaul services, and some maintenance repairs that cannot be done in-house for the UTA bus fleets. This contract supports the UTA Capital bus overhaul program and the maintenance service units.
The previous contract has expired and the UTA is seeking another five (5) year contract to optimize pricing and reduce lead-times for service and overhaul support of the bus engines. Funding for this contract is included in the Capital State of Good Repair program, and this procurement will be conducted as an RFP, where technical criteria will be evaluated and scored in addition to price. • CNG Station and Maintenance. This is a Sole Source procurement to contract with Trillum Transportation Fuels to provide CNG (Compressed Natural Gas) Facility Operation, Monitoring, and Maintenance (O&M) Services support for the Depot District CNG bus fleets. This Sole Source was reviewed and approved by the Sole Source Review Board on November 13, 2024. The prior contract provided the same type of Operations & Maintenance service support for a ten (10) year term and expires on January 1, 2025. UTA Bus Vehicle Maintenance requires a new contract to have Trillium provide O&M Service Support for two years. During this two-year period, UTA plans a modification to the Depot District CNG facility which will require a new solicitation based on a revised Scope of Work. Funding for this procurement is included in the 2025 Operating Expense budget. (Req. 13923, Chris Eisert/Dean Klebenow)
