RECOMMENDATION:
Approve and authorize the Executive Director to execute Task Order no. 25-006, and associated disbursements, on the on-call infrastructure maintenance task ordering contract 23-03811 with Stacy and Witbeck, Inc. in the amount of $569,173.00 to replace the grade crossing located at 500 South Main Street on the north/south TRAX line in Salt Lake City.

BACKGROUND:
In December 2023, UTA released a request for procurement (RFP) for an on-call maintenance contractor focused specifically on infrastructure assets. Bids were received and evaluated, and Stacy and Witbeck, Inc. was selected. Thereafter, on April 18, 2024, the UTA the Master Task Ordering Agreement (MTOA) contract (23-03811) with Stacy and Witbeck Inc. and authorized the Executive Director to execute the contract.
The MTOA is for three (3) years, plus two (2) one-year options, with a total 5-year not-to-exceed value of $45,000,000.
UTA’s rail infrastructure requires rehabilitation and replacement to maintain the infrastructure in a state of good repair (SGR). These SGR projects address the following concerns:
- Passenger ride quality
- Automobile cross-traffic ride quality
- Potential stray current issues

DISCUSSION:
UTA staff requests approval of Task Order 25-006 with Stacy and Witbeck, Inc. to complete the removal and replacement of the 500 South Main Street grade crossing on the north/south TRAX line in the amount of $569,173.00.
The scope of this request includes all time, labor, and other items needed to remove the existing crossing and replace it with embedded trackwork. By embedding the crossing, we extend its useful life, provide new rail, and create a smoother ride for both UTA passengers and the driving public. Finally, as part of this task order, UTA will also repair two other rail break locations within the project limits.
This Task Order has been determined to be within the scope of the master Task Ordering Agreement. The Task Order pricing has been determined to be fair and reasonable based on both a UTA independent cost estimate and performance of a price analysis.

ALTERNATIVES:
Not replace the crossing and repair the rail, which would risk further damage.

FISCAL IMPACT:
The 2025 approved budget for SGR393 includes $2,500,000 for UTA’s Grade Crossing rehabilitations and replacements. All funds will come from the Capital Development Budget 7393.63000.1002.
2025 Capital Budget: $2,500,000
Available 2025 Budget after requisition is $1.9 million.
