RECOMMENDATION:
Approve Contract 24-03856VW - Traffic Signal Maintenance & Engineering Consultant with PineTop Engineering and authorize the Executive Director to execute the Contract and associated disbursements in the not-to-exceed amount of $1,375,00 which includes a three-year base period plus two one-year options to be exercised in UTA’s sole discretion.
BACKGROUND:
On July 12, 2024, UTA issued Proposal Package Number 24-03856VW “RFQU” (Request for Qualifications) encouraging interested parties to submit proposals to perform the services described in the RFQU. Upon evaluation of the proposals submitted in response to the RFQU, UTA selected Consultant PineTop Engineering as the preferred entity to perform the Work.
The Contract term is three (3) years, expiring January 1, 2028. UTA may extend the initial term for up to two (2) additional one-year option periods, for a total Contract period not-to-exceed five (5) years.
Contract total not-to-exceed amount is $275,000 per year, for a total of $825,000 for the initial 3 years. There are 2 one-year options with a not-to-exceed $275,00 per year for a total not-to-exceed Contract value of $1,375,000.
DISCUSSION:
This Contract is being established to ensure that all traffic signal interfaces interconnected with UTA are properly configured and maintained.
UTA is requesting approval of this contract to procure a Traffic Signal Maintenance & Engineering Consultant that will perform services including preventative maintenance, issue response, installation and upgrades, programming and coordination, as well as consulting and design support.

ALTERNATIVES:
UTA has an obligation to properly maintain and configure the interconnected traffic signals along the UTA system. UTA does not have the ability to perform this work internally. If this Contract is not approved, UTA will need to procure a sperate contract to perform this work.
FISCAL IMPACT:
Base contract with PineTop Engineering: $825,000
• 2025 $275,000 with Capital budget available of $8 million
• 2026 $275,000 with Capital plan available of $9.5 million
• 2027 $275,000 with Capital plan available of $10 million
o Option year 1 2028 $275,000
o Option year 2 2029 $275,000
Total 5 year contract $1,375,000.
This contract is funded via SGR Project SGR403. These funds exist within the approved 2025-2029 Capital Program.
