RECOMMENDATION:
Approve and authorize the Executive Director to execute contract 25-03949 and associated disbursements with Hubner Manufacturing Corp., in the amount of $2,051,782.40 to furnish and deliver 83 articulation joint overhaul kits for UTA’s S70 Light Rail Vehicles.
BACKGROUND:
UTA operates 77 Siemens S70 Light Rail Vehicles (LRVs), each designed with articulation sections that allow the cars to safely navigate the sharp curves of our light rail system. These articulation components require periodic overhauls as part of the fleet’s ongoing maintenance program.
To ensure cost control and schedule reliability, UTA performs the overhaul work in-house while purchasing the necessary parts and materials from an outside vendor. An Invitation for Bid was recently issued for the supply of articulation overhaul kits. Following a competitive evaluation process, Hubner Manufacturing Corp. was selected as the winning bidder.
DISCUSSION:
The contract, in the amount of $2,051,782.40, provides for the supply and delivery of 83 overhaul kits to support the continued safe and efficient operation of the S70 fleet.
The kits will be delivered in batches over the next three years. Overhaul work - including separating vehicle sections and replacing articulation bearings and associated components – will be carried out by UTA personnel utilizing UTA’s existing equipment and facilities.
The contract pricing has been determined to be fair and reasonable based on both a UTA independent cost estimate and the performance of a price analysis.

ALTERNATIVES:
The S70 LRV articulation joints require periodic replacement of components to ensure safe and reliable operation of the vehicles. Without this purchase, necessary bearing replacements would be delayed or deferred, resulting in reduced fleet availability and potential service disruptions.
FISCAL IMPACT:
This contract is for a one-time purchase of additional articulation bearing overhaul kits to be delivered over three years 2025, 2026, and 2027 utilizing the SGR040 budget.
