RECOMMENDATION:

Approve an initial order of  40 buses under a 5-year cutaway bus contract with Lewis Bus Group in the amount of $4,819,000. Authorize Executive Director to execute contract and associated disbursements. Options for purchase of additional buses shall be brought to the Board for approval in accordance with UTA approval threshold requirements.

BACKGROUND:

Lewis bus group is a local dealer of buses and cutaway vehicles and has held the last several contracts with UTA for this type of vehicle. This vendor was awarded through a competitive RFP best value solicitation. UTA has positive experiences with the past performance of this vendor.

DISCUSSION:

The base order of this contract is to procure  40 cutaway vehicles for UTA’s Paratransit and Flex Route services, including 5 sub-recipient vehicles for 5310. This procurement is part of the 5-year capital plan and is intended to follow the bus replacement schedule which targets a 6-year replacement cycle for Paratransit vehicles. This contract also serves the Coordinated Mobility group at UTA, allowing them to provide vehicles to subrecipients. The contract contains options to purchase up to 167  additional vehicles and includes optional configurations for all-electric and low floor versions. The contract contains an Exhibit B pricing table with firm prices per type of vehicle for the base year and a clear formula for pricing each type of vehicle for the 4 subsequent years.  Options beyond the 40-vehicle base purchase will be brought to the board for approval in accordance with UTA approval threshold requirements.
