Approve Resolution AR2024-05-03 to approve the West Jordan and Midvale Station Area Plan and recommend adoption by the Authority’s Board of Trustees

BACKGROUND:
In 2022, HB462 legislation mandates all cities with a fixed-guideway public transit station (rail or BRT) to develop and certify a Station Area Plan. Station Area Plans are intended to promote shared objectives of 1) increasing housing availability and affordability, 2) enhancing access to opportunities, 3) promoting sustainable environmental conditions, and 4) increasing transportation choices and connections. Supported by UTA, Station Area Plans are led by municipal staff to ensure a shared vision, that City regulations allow for transit-supportive uses, and key steps are identified for Station Area Plan implementation. The West Jordan & Midvale Station Area Plan includes the West Jordan City Center, Historic Gardner, and Bingham Junction TRAX stations. This Station Area Plan was formally adopted by West Jordan and Midvale City and certified by the Wasatch Front Regional Council (WFRC) in early 2024.
In addition to the station area plan requirements of HB462, Utah’s Public Transit District Act §17B-2a-808.2 outlines the duties of the Local Advisory Council. One of those duties requires the Council to review, approve and recommend final adoption by the Board of Trustees of any plan for transit-oriented development where a large public transit district is involved.

DISCUSSION:
The City of West Jordan and Midvale City, in coordination with UTA and WFRC, worked together to develop the Station Area Plan for three adjacent TRAX stations: West Jordan City Center, Historic Gardner, and Bingham Junction. West Jordan and Midvale City integrated these stations into one Station Area Plan to highlight the station areas’ proximity, transit corridor connections, and long-term success for future development and economic growth. This Station Area Plan prioritized the following objectives and outcomes for implementation: 1) creating pedestrian-scale development and walkable neighborhoods, 2) increased pedestrian and bicycle connectivity, 3) improved access to transit stations with safe and comfortable infrastructure, 4) reducing automobile dependence to reduce traffic congestion, and 5) creating vibrant public realms and open space that meets the needs of urbanized livability.

ALTERNATIVES:
Amendments to the Station Area Plan may be recommended to West Jordan and Midvale Cities. Refinements specific to UTA’s property may be addressed in future UTA Master Development Plans or Agreements. Any changes to the Station Area Plan will require City approval.

FISCAL IMPACT:
The proposed West Jordan & Midvale Station Area Plan will better position UTA and respective Cities to coordinate redevelopment of the three station areas. This aligned coordination will promote future transit-oriented development in an efficient and fiscally responsible manner. UTA-involved TODs may increase revenue from development and farebox proceeds.
