RECOMMENDATION:
Approve award and authorize the Executive Director to execute the contract and associated disbursements with Siemens Mobility Inc.to provide 320 Mersen Ground Brush Assemblies in the amount of $415,390.00.

BACKGROUND:
UTA has reliability challenges with the current ground brushes. The wear rate of the carbon-carbon ground brushes is higher than predicted by the manufacturer. The premature wear has caused increased maintenance costs and produces excessive carbon dust associated with pre-mature journal bearing failure.
Testing indicates the replacement system will provide significant performance improvements. The wear rate during testing was 1mm per 60,000 miles, with 15mm of allowable wear. Based on existing data, this represents at least a 5x improvement to system life. The testing also revealed significantly less dust creation (due to the low wear rate), which in combination with a new labyrinth seal design is expected to prevent dust ingress into the axle journal bearings.

DISCUSSION:
UTA conducted an IFB solicitation on U3P/SciQuest to provide Mersen ERCU Assemblies (Ground Brush Assy) part# A6X30167835 for Siemens S70, SD100, & SD160 Light Rail Vehicles.
