RECOMMENDATION:                                                                                                                       

Approve award and authorize the Executive Director to execute the purchase order and associated disbursements with Siemens Mobility Inc.in the amount of $694,224                      

BACKGROUND:                                                                                                                                 

As part of the Light Rail Overhaul Program, the slewing rings need to be overhauled.  The rings have reached the end of their useful life and require replacement.  The slewing ring mounts on top of the power and center trucks.  This allows the vehicle to articulate smoothly during operation. 

DISCUSSION:                                                                                                                                      

This is a sole source procurement. It has been deemed that there would be significant duplication of costs if another source was selected, and would be cost prohibitive.  The sole source documentation has been reviewed and approved following UTA’s internal process.   

The slewing rings are manufactured by Thyssenkrupp.  Their exclusive authorized distributer is Siemens Mobility Inc.  UTA staff performed due diligence in an unsuccessful attempt to find alternate distributors, but Thyssenkrupp has given Siemens an exclusive license to distribute these particular parts. UTA Staff will perform the installation.

UTA is requesting approval from the Board to authorize the Executive Director to procure the parts to overhaul the slewing rings on the SD100 and SD160 light rail vehicles for the amount of $694,224.

ALTERNATIVES:                                                                                                                                    

If we do not overhaul the slewing rings the light rail vehicles will not operate as intended which will cause service delays.
