RECOMMENDATION:                                                                                                                       

Approve task order #24-015 (Vine Street Design) to on-call systems maintenance contract with Rocky Mountain System Services (RMSS) and authorize the Executive Director to execute task order and associated disbursements in the amount of $299,103.00.                     

BACKGROUND:                                                                                                                                 

In March of 2021, UTA executed contract 20-03382VW with Rocky Mountain Systems Services (RMSS) for on-call systems maintenance. The term of this contract is for three years with two one-year term options. RMSS was selected based on best value procurement methodology. The UTA Board of Trustees approved the contract on February 24, 2021, and it was fully executed on March 2, 2021. On November 18, 2022, UTA executed change order #23-001 to exercise the two, one-year term options, ending on December 31, 2025. The original contract value was estimated at $15,000,000. On April 12, 2023, the UTA Board of Trustees approved an increase of the estimated contract value to $30,000,000.

Typical task orders under this contract include:

                     Support for rail and maintenance of way systems

                     Upgrades, repairs, analysis, and training of train control systems

                     Monitoring and analysis of stray current

                     Repair, maintenance, and training of overhead contact systems and traction power substations

                     Inspection, connection, repair, of traffic signals

DISCUSSION:                                                                                                                                      

UTA is requesting approval of task order #24-015 with RMSS. This scope of work is for signal design only. RMSS shall design a Downstream Adjacent Crossing (DAX) approach circuit to increase the cab speed from 15 MPH to 45 MPH for northbound trains approaching Murray Station, and to provide the appropriate warning time at the Vine Street crossing.

ALTERNATIVES:                                                                                                                                    

Leave temporary speed restrictions in place (15 MPH) and continue to adversely affect schedules and overall efficiency of the commuter rail system. The reduced speed will also cause challenges for the double track project.

FISCAL IMPACT:                                                                                                                                

The SGR403 Train Control Rehab & Replacement project has a 2024 approved capital budget of $6,062,000. This change order request allocates $299,103 of existing 2024 available capital funds.  All funds for this change order will come from the SGR403 Train Control Rehab & Replacement project.
