BACKGROUND:                                                                                                                                 

UTA’s 5-year Capital Plan is required to be updated every year (UTA Board of Trustees Policy 2.1 Financial Management). The 5-Year Capital Plan includes all construction, capital improvements, major equipment purchases, and other special projects requiring expenditures over $25,000. This includes projects that are funded partially or fully by outside funding sources, such as grants or local partners.

The plan is required to be financially constrained and maintain assets in a state of good repair, to protect UTA’s capital investments, and minimize future maintenance and replacement costs. Five-year forecasts help mitigate the challenges of applying a one-year budget to multi-year projects and support long-range financial planning and prudent management of the Enterprise.

DISCUSSION:                                                                                                                                      

During the last discussion, there were two feedback items: (1) Review project names and edit as needed for clarity, and (2) Include brief project descriptions.  In the attached 2026-2030 Five-Year Capital Plan document, there is now a Project Overview section (Chapter 6) which contains a Project Key section identifying the project codes, as well as an updated list of project names, brief project descriptions, and the overall five-year plan amount.

The updated plan document also includes Appendix A, the 2026-2030 Five Year Capital Plan Summary, which contains a breakdown of the information presented in the narrative in a consolidated table format.  

Since the Board last reviewed the plan, staff has identified other changes needed to facilitate project completion during 2026 and beyond.  Staff will present the revised 5-Year Capital Plan for 2026-2030 for Board information as well as highlight 2026 specifically.  Information will include feedback and changes incorporated since the last discussion on September 24th.

FISCAL IMPACT:                                                                                                                                

The Five-Year Capital Plan sets financial expectations for the coming 2026-2030 period about how UTA will spend its funds.  The Plan amount is $1,069,129,000.  This is made up of a combination of external funding sources such as federal or state partners, local entity partners, financing, or UTA funds.  This plan contains $277,267,000 in UTA funds.
