RECOMMENDATION:

Approve contract and authorize Executive Director to execute contract and associated disbursement with Davey Coach Sales Inc. to purchase accessible minivans in the amount of $639,600.

BACKGROUND:

UTA’s obligation as the designated recipient of FTA 5310 Enhanced Transportation for Seniors and People with Disabilities requires UTA to purchase all capital items over $3,000 to ensure compliance with federal procurement rules as part of UTA’s 5310 Program Management Plan.  The procurement will allow UTA to purchase accessible minivans for the most recent awards and two additional application cycles.  This will make the time between the awarding of vehicles and their delivery to subrecipients shorter, providing better customer service to our subrecipient agencies.      The minivans to be purchased are the fulfillment of FTA 5310 pass-through awards to agencies in the communities within UTA’s service area that fall within the three large urbanized areas (UZA).  Awards are made through a competitive application process including scoring and ranking of projects by the Local Mobility Councils for each UZA. The vehicles will be used to provide transportation to seniors and people with disabilities when public transportation will not meet their needs.      The contract associated with this order was procured through a formal Invitation For Bids (IFB) process with best price being selected.  

DISCUSSION:

UTA staff is requesting approval of a contract with Davey Coach Sales Inc. to purchase accessible minivans in the amount of $639,600.  The initial order on the contract is for four minivans valued at $172,350 with 9 options remaining.  There is no fiscal impact for UTA, all funds come from 5310 pass-through-funds and subrecipient local funds.  These projects and funds are included in UTA’s capital budget.  These vehicles will be purchased on behalf of subrecipients of FTA 5310 funds in Utah’s Large Urbanized Areas (UZAs).  The initial base order of four vehicles will be distributed as follows:  United Way of Utah County - One accessible minivan (rear entry) The Work Activity Center - Two accessible minivans (one side entry/one rear entry Davis County Aging - One accessible minivan (rear entry)  The contract total is an estimate based on possible options and price of the vehicle plus entry option. The Contract has two styles of ADA entrance ramps to choose from, side or rear entry. This is a three year contract with two one-year options.    Title to the vehicles will be vested in each subrecipient with UTA holding a lien on the vehicles through their Federal Useful Life.  During this time UTA will require compliance reviews and reporting on the vehicles by the subrecipients through UTA’s ZoomGrants and RidePilot grant management systems
