RECOMMENDATION:
Approve and authorize the Executive Director to execute contract 25-03951, and associated disbursements, with KB Rail Canada Inc., in the amount of $276,500 to furnish and deliver 20 Low Voltage Power Supply units for UTA’s Bombardier rail vehicle fleet.

BACKGROUND:
Ongoing maintenance of UTA’s bi-level rail fleet requires periodic replacement of the Low Voltage Power Supply/Battery Charger (LVPS). Based on useful life, current condition, reliability, and obsolescence, the LVPS units on 15 of the bi-level vehicles are due for replacement, with an additional 5 units needed for inventory.
UTA recently released an Invitation for Bid (IFB) for the purchase of 20 Low Voltage Power Supply/Battery Charger units. Bids were received and evaluated, and KB Rail Canada Inc. was selected as the winning proposer. The contract amount, which includes supply and delivery of 20 LVPS units, is $13,825 per unit for a total contract value of $276,500.

DISCUSSION:
UTA has in operation 38 Bombardier Bi-Level Rail Vehicles fitted with LANKA (now known as KB Rail Canada) Low Voltage Power Supply/Battery Charger Units. Each Bi-Level vehicle is equipped with one unit.
23 of the existing 38 vehicles have already had the LVPS units replaced. The Scope of Work for this contract is to provide the remaining 15 replacement LVPS units and an additional 5 Units for inventory for future use as needed on UTA’s Bombardier Bi-Level Rail Vehicles. The parts must meet or exceed:
• The OEM specifications
• The specifications as stated in the IFB
• The specifications as may be called out in the maintenance manuals
The Low Voltage Power Supply/Battery Charger Units will be supplied in a single order.
The contract pricing has been determined to be fair and reasonable based on both a UTA independent cost estimate and the performance of a price analysis.

ALTERNATIVES:
UTA could alternately elect to send the existing LVPS units to an outside vendor for repair or overhaul instead of replacement. This approach would be more expensive, and age and obsolescence challenges would increase the inability for the vendors to successfully repair the existing units, presenting reliability concerns. The bi-level vehicle is dependent on a functioning LVPS unit to be service ready, so this alternative is not recommended due to concerns of reduced reliability and availability of vehicles.

FISCAL IMPACT:
This contract is for a one-time purchase of additional LVPS units and will be completed in 2025.
This contract is funded via SGR391 Commuter Rail Vehicle Rehab and Replacement program which has an approved 2025 budget of $2,000,000.
