Consultation on the UTA 2026-2030 Five-Year Capital Plan.                       

BACKGROUND:                                                                                                                                 

UTA’s 5-year Capital Plan is required to be updated every year, per the UTA Board of Trustees Policy 2.1. The 5-year Capital Plan includes all construction, capital improvements, major equipment purchases, and other special projects requiring expenditures of over $25,000. This includes projects that are funded partially or fully by outside funding sources, such as grants or local partners.

The plan is required to be financially constrained and maintain assets at a state of good repair, to protect UTA’s capital investments, and minimize future maintenance and replacement costs. Five-year forecasts help mitigate the challenges of applying a one-year budget to multi-year projects and support long-range financial planning and prudent management of the Enterprise.

The Utah Public Transit District Act and UTA Board Policies 2.1 and 2.3 specify that the Local Advisory Council must consult on UTA’s annual Operating and Capital Budgets, as well as the Five-Year Capital Plan.   On October 8th, 2025, the UTA Board of Trustees approved the 2026 Tentative Budget, which includes year one of the 2026-2030 Five-Year Capital Plan.  The full five-year capital plan will be presented for consultation with the Local Advisory Council prior to final approval of the 2026-2030 Five-Year Capital Plan by the Board of Trustees.   

DISCUSSION:                                                                                                                                      

UTA staff will present the major capital projects and their progression through the plan years as well as other project details.  Projects will be discussed in terms of project categories and staff will review information relating to funding sources for the 2026-2030 Five-Year Capital Plan.  Staff will also outline changes to the plan proposed after the approval of the Tentative 2026 Budget.

ALTERNATIVES:                                                                                                                                    

Local Advisory Council members may provide feedback regarding the capital plan.

FISCAL IMPACT:                                                                                                                                

The 2026-2030 Five-Year Capital Plan includes total planned spending of $1,053,404,000.  Expected funding sources include bond funds, grants, lease funds, state funds, TTIF funds, and local partner funds, in addition to UTA funds.
