BACKGROUND:
In response to amendments to the Public Transit District Act, UTA established an External Relations Program to ensure regional stakeholder outreach is coordinated, documented, and consistently followed through. As UTA’s governing body, the Transit Commission shares responsibility for regional outreach alongside the Executive Director and the Agency’s External Relations department. To support this shared role, the accompanying Transit Commission Regional Stakeholder Outreach document outlines a coordinated process that includes Commissioners as key participants in UTA’s unified outreach approach.

DISCUSSION:
UTA’s regional outreach is guided by the 5P’s Levels of Engagement: Political, Policy, Programs/Projects, and Public. Within this framework, the Executive Director and Transit Commission lead political engagement; the Executive Director and cabinet guide policy engagement; the External Relations team supports programs and projects; and UTA shares responsibility for effective public engagement across its service communities.
The External Relations Program process provides Commissioners, leadership, and staff with shared visibility into stakeholder priorities, commitments, and opportunities. This coordinated approach helps UTA act with greater alignment and consistency by:
• Coordinating conversations with community and legislative partners;
• Amplifying UTA’s message, strategic priorities, and regional vision;
• Ensuring timely follow-up on issues and opportunities;
• Tracking outreach efforts, outcomes, and commitments; and
• Strengthening accountability, transparency, and reporting.
The Transit Commission Regional Stakeholder Outreach document defines a four-step process that prepares Commissioners for successful community engagement by providing staff support, relevant context, materials, and aligned messaging.
