RECOMMENDATION:
Approve request and authorize Executive Director to execute the contract and associated disbursements with AT&T to purchase a new vehicle tracking system and five-year software subscription for UTA’s support fleet vehicles and the Van Pool fleet in the not to exceed amount of $1,032,500.

BACKGROUND:
UTA’s support fleet currently utilizes the iDen radio system to support its current vehicle tracking infrastructure. The current tracking hardware is no longer in production and the vendor is no longer in business. In addition, the iDen radio system is set to be retired soon. This request is essentially for the replacement system for the items described above.
Contract was procured using the State Contract with AT&T.

DISCUSSION:
With the pending retirement of the iDen radio system and the obsolescence of the current vehicle tracking system, this request is to begin the implementation of its replacement system. This system uses the AT&T cellular network to transmit the data relating to the vehicles.
UTA has approximately 1,200 vehicles between the Support and Vanpool Fleets that will be using this service. The device mounts inside the dashboard and is hidden. This budget amount covers the purchase of the hardware, the software subscription and maintenance fees. The installation will be done using UTA personnel and is anticipated to be complete around the end of the year.
This initial budget for 2022 is coming from the REV237 GPS Telematics System project. The budget from 2023-2026 will be coming from the department operating budgets. UTA will develop 2023 budget requests to fund the ongoing Operating costs.

Some of the key benefits this system will provide are:
• Tracking of vehicles’ physical location
• Actual usage data
• Health monitoring of the data (i.e. ability to monitor check engine codes or other data)
• Provide data to determine what the right size of support fleet UTA needs

ALTERNATIVES:
Do not execute the contract. UTA would not be able to monitor the fleet and this would delay compliance with FTA FMO recommendations.

FISCAL IMPACT:
If approved, the overall budget impact will be $162,500 in 2022 from existing project budget funds in the capital budget. Ongoing Operating cost will add approximately $217,500 on average each year to the operating budgets for the subscription fees. Budgets impacted will be Capital Asset & Project Controls group (6820) and the Van Pool group (7900).
