RECOMMENDATION:                                                                                                                       

Approve and authorize the Executive Director to execute the Transit Transportation Program Funds (TTIF) Cooperative Agreement with UDOT for the S-Line Extension Project.                       

BACKGROUND:                                                                                                                                 

UTA has been working collaboratively with Salt Lake City to extend the S-Line Streetcar from the existing end of the line at Fairmont Station (1040 East) to the heart of the Sugar House business district at Highland Drive. This project will help support economic development and serve the growing population of Sugar House by providing an improved connection to Sugar House.  This project has a total value of $43,210,000. In 2021, the State contributed $12,000,000 through House Bill 433.

DISCUSSION:                                                                                                                                      

Most recently, the project was awarded an additional $18,900,000 in TTIF funding and the associated funding agreement is now being presented for board approval. As part of the TTIF award, a required local match of $12,310,000 will be met through multiple sources, including a Salt Lake City property donation valued at $5,140,070 and a UTA inkind contribution of a light rail vehicle (rehabilitation of vehicle 1137) valued at $2,530,000. Additional local funding includes contributions from UTA ($3,750,000), Salt Lake City ($350,000), and the Salt Lake City Community Reinvestment Agency ($865,059).

UTA can refuse the cooperative agreement and the awarded funds.

FISCAL IMPACT:                                                                                                                                

Under this agreement, UDOT will reimburse UTA $18,900,000 for the SLine Project in two payments-70% at the start of construction and 30% at completion in 2027. The TTIF grant is already included in UTA’s approved 2026 Capital Budget (MSP259).  The 2026 Capital Budget reflects $16,848,000 from the TTIF, with the remaining $2,052,000 allocated to the 2027 Capital Plan.
