RECOMMENDATION:
Approve and authorize the Executive Director to execute Modification No. 004 to the Masabi LLC UTA Mobile App Vendor Agreement (Contract 22-0357-004) for the amount of $944,000.
BACKGROUND:
On July 27, 2022 the UTA Board of Trustees approved a contract with Masabi LLC to launch a mobile app for fare collection media. With Masabi’s technology support, UTA was able to develop a mobile app interface through the Transit App, where users are able to purchase tickets on UTA’s transit system. The back-office system which supports transit ticket sales is powered by Masabi LLC’s JustRide platform.
The contract’s term was for 1 year, and was extended two more times as follows:
• On July 18, 2023, Masabi LLC agreed to extend the agreement for one additional year through July 31, 2024. (Modification 002)
• On July 15, 2024, Masabi LLC agreed to extend the agreement for an additional six (6) months through December 31, 2024. (Modification 003)
It is intended that UTA will continue to use Masabi LLC’s back office system to support mobile app ticket sales through Transit App until UTA’s new fare collection system mobile app is developed. .
DISCUSSION:
UTA would like to continue its Masabi LLC contract to allow UTA customers to have access to purchase tickets through its Transit App while UTA develops its new fare collection system mobile app. Staff recommends extending this contract for two (2) additional years through December 31, 2026. All other terms of the contract will remain the same.

ALTERNATIVES:
Without the approved contract, customers will not have a way to pay their fare using a mobile app until the new fare collection system mobile app is deployed. Deployment date is yet to be determined.
FISCAL IMPACT:
The 2025 approved budget includes $444,000. The projected budget request for 2026 will be $500,000. The total 2-year estimated cost is $944,000. All funds will come from Fares Department-6500.50353.99 yearly budget. Masabi receives payment by withholding fees from fare payments. No direct payments are made by UTA.
