RECOMMENDATION:
Approve and authorize the Executive Director to execute the contract and associated disbursements with WorkforceQA in the amount of $706,000 for five years (the base term). Included in the contract are an additional five one-year options. Future Board approval will be required to implement the options.

BACKGROUND:
UTA’s current Drug & Alcohol Third Party Administrator contract will expire September 30, 2024. Therefore, a Request for Proposal process has been conducted resulting in the selection of WorkforceQA.

DISCUSSION:
In compliance with Federal Transit Administration (FTA)/Federal Railroad Administration (FRA) requirements, UTA has a drug and alcohol program and policy to ensure the safety of our employees and public. To effectively do so, it is industry best practice to obtain a Third-Party Administrator (TPA) to coordinate the collection of required testing, laboratory services, medical review officer services, assist with random testing selection processes, provide expertise in Department of Transportation (DOT) requirements and to coordinate billing from multiple parties involved.
