RECOMMENDATION:
Authorize the Executive Director to execute a State of Utah contract and associated disbursements with AT&T DW Holdings Inc., for the purchase of 2,500 FirstNet SD7 Radios and 16 Console Cloud Licenses in the amount of $792,215.00
BACKGROUND:
UTA purchased the Motorola Harmony iDEN (Integrated Digital Enhanced Network) in the Spring of 2011. The initial cost of the system was $2.8 million, along with other expansion procurements totaling roughly $4.0 million. This system was procured through a competitive bid and was selected for its advanced features and pricing. It has been a successful radio solution for UTA over the years, operating as a scaled-down version of Nextel’s push-to-talk platform. Over the years, it has provided a stable radio system platform with uptime availability of 99.9%. However, in 2017 Motorola elected to discontinue the iDEN radio system. From 2017 to 2020, UTA negotiated with Motorola for continued backend support, but as of now, Motorola no longer supports this system. Consequently, DC Tech has been contracted for limited support, and there have been no new products developed for quite some time. This has made sourcing iDEN-related equipment increasingly difficult. UTA is at the point now where we need to do a comprehensive state of good repair replacement program for our existing iDEN radio system.
DISCUSSION:
UTA plans to purchase 2,500 radios and 16 console cloud licenses to initiate the critical upgrade of its aging radio system. Although the Motorola Harmony iDEN system, acquired in 2011, has served reliably with impressive uptime, the fact that Motorola ended support for the iDEN technology in 2017 poses significant risks to operational continuity. Continued backend support from DC Tech has been a temporary measure, but without a modern system, the organization risks facing costly downtime and compatibility issues. The new radios and cloud-based consoles will operate on the AT&T FirstNet system, which offers superior coverage, prioritization for emergency responders, and enhanced security features compared to standard conventional radio systems. Upgrading to this advanced technology will not only ensure compliance with current communication standards but also enhance operational efficiency and security. Investing in this upgrade is essential for maintaining the reliability and effectiveness that UTA has come to expect from its critical communication infrastructure.

Motorola and L3Harris systems are alternatives. Establishment of new sites and infrastructure would generate costs estimated between $20 million and $40 million.
