RECOMMENDATION:
Approve Task Order #22-037 (Signal and Communication Designs for the Maintenance of Way Training Yard) to on-call systems maintenance contract with Rocky Mountain System Services (RMSS) and authorize the Executive Director to execute contract and associated disbursements in the amount of $325,183.

BACKGROUND:
In November 2020, UTA released a request for procurement (RFP) for an on-call maintenance contractor focused specifically on systems engineering and maintenance support. Rocky Mountain Systems Services was selected as the winner based on overall scoring using the best value format. The UTA Board of Trustees approved the contract and authorized the Executive Director to execute the contract with RMSS on February 24, 2021. This contract is for three years with two, one-year options.
Typical task orders under this contract include:
• Subject matter experts to support UTA rail systems and MOW systems departments.
• Train Control System upgrades, repairs, analysis, and training
• Stray Current monitoring and analysis
• OCS/TPSS repair, maintenance, and training
• Traffic Signal inspections, connections, repairs, and coordination

DISCUSSION:
UTA is developing signal and communication designs for the new Maintenance of Way training facility. The goal of this facility is to provide UTA employees with real-life training scenarios on non-revenue rail systems to improve their knowledge base and confidence in working with and around equipment that is required to operate passenger rail services. This facility will have a TRAX and FrontRunner alignment as well as an equipment house in-between the alignments.
UTA staff is requesting approval of Task Order 22-037 with Rocky Mountain Systems Services to provide the following design services:
• Signal design for the TRAX alignment which has a double crossover interlocking system with power-operated switch gear and LCP with controls and indications
• Signal design for the FrontRunner alignment which has a grade crossing with entrance and exit gates
• Signal design for remote controlled switch modules
• Signal design for the signal equipment house/classroom-office space
• Head-end design for the Track Driver eXtra (TDX) workstation
• Communication design for fiber links between the signal equipment house and remote signal cases

ALTERNATIVES:
Disapproving task order would leave the Maintenance of Way group without a functional design for their new TRAX and FrontRunner training facility.

FISCAL IMPACT:
This project is included in the 2023 Capital Program budget.
