BACKGROUND:                                                                                                                                 

The External Relations program provides a framework and assurance around how the agency will deliver, document, and report on the required engagement at the staff level in alignment with the Transit Commission.​ At its core, the program is grounded in the five levels of engagement (5 P’s), mapping engagement, coordination, and communication at each level including Political, Policy, Program, Project, and Public.  Agency engagement commitments include: 

                     Consult local officials and stakeholders before major decisions (routes, budget, and the Strategic Long Range Transit Plan/SLRTP)​

                     Regional outreach- engage Metropolitan Planning Organizations (MPOs), Councils of Government (COGs), counties, and municipalities on a recurring cadence​

                     Keep partners and the public informed​

                     Present a unified voice to partners and the public, across the region

                     Document and report on engagement efforts

                     Be a resource to the UTA Transit Commission

DISCUSSION:                                                                                                                                      

UTA Planning & External Relations Office will provide an overview of the new External Relations Program, housed within the Community Engagement Department and closely aligned with internal UTA Departments including Government Relations, Planning, Capital, Executive Operations and Transit Commission Office. This program aims to give partners a single, coordinated UTA voice with consistent standards, a shared record of documented engagement, and ultimately stronger relationships and coordination. The team will accomplish this through stakeholder engagement and reporting guidelines, as well as regular coordination at each level of the organization. In addition to overall program goals and compliance considerations, the presentation will provide additional information related to engagement opportunities and touchpoints that are planned, as well as overall public and community engagement efforts that support the agency’s relationship-building across the region.
