RECOMMENDATION:
Approve purchase order 17048 and authorize Executive Director to execute a contract and associated disbursements in the amount of $231,062.04 with Sumsion Construction, LC dba Eckles Paving to perform asphalt preservation.

BACKGROUND:
The parking lots identified below require maintenance in order to preserve and extend serviceability and useful life. Sumsion Construction, LC dba Eckles Paving, a State Contract holder, has been selected to perform the work.

DISCUSSION:
UTA Staff is requesting approval of purchase order 17048 to preserve the following UTA parking lots by repairing cracks, sealing, coating, and restriping.
Orem Frontrunner, 1350 West 900 South Orem UT.
Draper Town Center, 1131 East Pioneer Road. Draper UT.
Kimballs Lane, 11796 South 700 East Sandy UT.
Crescent View, 361 East 1400 South Sandy UT.
Murray Central TRAX, 5144 South Cottonwood Street, Murray UT
The work will be done by Sumsion Construction, LC dba Eckles Paving for $231,062.04 though State of Utah Contact No #MA3181 (expires April 18, 2024).
The scope of work includes seal coating with Onyx Frictional Mastic Surface Treatment or equivalent. All cracks will be filled and sealed to match asphalt elevation; cracks greater than 1/8” will be filled with hot pour crack filler. Crack seal will be installed around all concrete to asphalt transitions to avoid cratering. The contractor will apply two coats of Onyx or equivalent, repaint all parking stalls and ADA stalls, cross walks, and curbs with two coats of DOT Spec paint on the entire parking lot station surface, to include paint on concrete bus areas. Paint color will be matched at each station. The contractor will accommodate UTA customers by only doing ½ to 1/3 of the area at a time or do the work on the weekend. Four days must be allowed between sealant applications in high traffic lots/areas before moving to next area. The contractor will be responsible for installing safety cones to block off areas to be coated and painted. The contractor will place cones and caution tape in the areas to be coated and will be responsible for replacing any signage moved during the project. The contractor will work with UTA Facilities to schedule each parking lot for renovation.
This preservation project has been identified as a 2023 RSS project (12137) and is funded in the 2023 Facilities budget.

ALTERNATIVES:
There are no suitable alternatives. The overall condition of lots is good. They do not require repaving. Repairing cracks, resealing the surface, and restriping is the only proper and cost-effective method of preservation.

FISCAL IMPACT:
Funds for the project were planned for in the 2023-2027 Capital Plan
