RECOMMENDATION:
Approve Resolution R2024-07-01 to adopt the Vanpool rates established in Exhibits A thru C as presented.
BACKGROUND:
The Utah Public District Transit Act (“the Act”) requires the Board, as the governing body of the Utah Transit Authority (UTA), to fix rates and any classification of rates for service provided by UTA (Utah Code § 17B-2a-815(1)). The Act requires that rates are reasonable and, to extent practicable, result in enough revenue to make UTA self-supporting, be sufficient to pay for operating expenses, repairs, maintenance, depreciation, pay for the purchase of property, interest and principal on bonds, and pay for legal liabilities incurred by UTA (Utah Code § 17B-2a-815(2)).
Vanpool is a service provided by UTA that encourages and enables group commuting for employers and employees around the UTA service area. Therefore, Vanpool rates must be reviewed, approved, and fixed by the Board to meet the requirements of the Act. Rates must be approved by at minimum a two-thirds vote of all Board members (Utah Code § 17B-2a-815(1)).
DISCUSSION:
At this meeting, the Board will be asked to approve the Vanpool rates presented for discussion at the July 10, 2024 Board meeting with an effective date of December 1, 2024. The proposed Vanpool rates are the same as was proposed at the July 10, 2024 meeting for Board discussion.
Upon approval of these Vanpool rates, the Special Services Program Manager will oversee the implementation of the rates.
ALTERNATIVES:
The Board may request changes to the proposed Vanpool rates presented.
FISCAL IMPACT:
The proposed rates are anticipated to increase Vanpool revenue by approximately $23,500 per month or $282,000 annually.
