RECOMMENDATION:
Approve and authorize the Executive Director to execute a contract for information technology research advisory and consulting services, and associated disbursements, with Info-Tech Research Group, Inc. in the not to exceed amount of $688,175.72 over five years

BACKGROUND:
The Utah Transit Authority (UTA) Technology and Security team, in conjunction with UTA’s procurement office, initiated a request for proposal (RFP) process to locate a vendor for technical research advisory and consulting services to replace the existing contract. The vendor was selected for its proven experience, expertise and available features for contract services with UTA.

DISCUSSION:
After reviewing five (5) Proposals, 2 (two) scored in the competitive range for the technical scoring stage of the RFP, Info-Tech scored highest overall, mainly due to their experience in the Transit industry, and better data governance resources. Price proposals led to a BAFO (Best and Final Offer) request with CFO approval, which resulted in additional cost savings. Info-Tech was also significantly lower in price during the BAFO pricing. Staff is recommending approval of a contract term of 3 base years and two additional one-year options.

ALTERNATIVES:
If this contract is not awarded, the IT Department and Data Strategy Department will not receive the training and consulting opportunities offered by Info-Tech. This will require UTA to go back out for competitive bid for additional services. In the meantime, IT Management, Data Strategy, and InfoSec will also need to self-research and access various articles, templates and other information through alternative information sites, rather than having a central repository with industry best practices and training all available in one place with Info-Tech.

FISCAL IMPACT:
2024 amounts shown below are in the current approved 2024 operating budget. 2025 amount is in the proposed tentative 2025 operating budget. Following years are included in the UTA financial plan. All expenses will be charged to account code 5200.50353.92.
